Raipur, With the constant efforts of the state government, smooth supply of sand is being ensured in the state. Sand prices have reached pre-rainy levels in most districts. To ensure smooth supply of sand under the directions and special efforts of Chief Minister Mr Bhupesh Baghel, the Department of Minerals in the state has approved, a total of 107 sand storage permits, this year. Besides, taking strict action against the illegal excavators of sand in various districts of the state, cases were registered against them and the amount of fine was recovered. According to the information received from the Department of Minerals, 37 cases of illegal mining, one thousand 726 cases of illegal transportation and 26 cases of illegal storage have been registered and the settlement amount of Rs 2 crore 7 lakh 49 thousand 89 has also been recovered from the concerned people.
At present, a tender has been floated in 319 sand mines of the state. Out of which, 210 sand mines are being operated in the state after receiving the environmental consent agreement and for the rest of them, the procedure of obtaining the environmental consent is under process. At present, the tender has been issued for allotment of sand mines in all districts of the state. Additionally, sand mining was banned in the rainforest from June 10 to October 15 for the state of Chhattisgarh, according to the guideline issued by the Ministry of Environment, Forest and Climate Change, Government of India. The average price of land in the eastern region during the pre-monsoon era was 5000-7000 rupees per highway (10 cubic meters). With the monsoon season at its peak, the price of sand increases every year in the state, but a special effort has been made by the Department of Minerals, to ensure the smooth supply of sand throughout the state, regarding this, a total of 107 sand storage permits were approved in the state. Due to the storage license area and
limited storage capacity, sand prices have witnessed a partial
increase. Post monsoon, various sand mines in the majority of districts are currently flooded and repairing and restoration work of the ramps and the access road is also ensured. The process of loading and transportation will commence in the upcoming days in these sand mines, which is expected to reduce the price further.
The comparative analysis and data of district-wise sand prices in pre-monsoon and monsoon stage are as follows:- In Raipur district, the value of sand was 8000 rupees to 9000 rupees pre-monsoon. The rainfall had increased its price from 16000 to 17000 rupees. Currently, it has been reduced from 9000 to 9500 rupees and the cost of sand after ramp construction and access road repair is likely to be Rs 7000 to 8000. Similarly, in the pre-monsoon era of the district of Bilaspur, the prices were Rs 5000 to Rs 6000. The rainfall had increased their price from 10,000 to 12000 rupees. At present, it has come down from Rs. 7000 to 8000 and after ramp construction and access road repair, the price of sand is expected to be Rs. 5000 to 7000. In the pre monsoon period of Bastar district, the sand prices were 5000 to Rs 6000. The rainfall had increased them up to 7000 to 8000 rupees. The cost of sand after ramp construction and access road repair is expected to be 4000 to 5000 rupees. In Rajnandgaon district, sand prices were Rs. 7000 to Rs. 8000 pre Monsoon. The rainfall had increased the price from 9000 to 10,000 rupees. At present, it has been reduced from 8000 to 9000 rupees and after ramp construction and access road repair, the price of sand is expected to be 7000 to 8000 rupees. Similarly, during the pre-monsoon period in the Janjgir-Champa district, it was Rs 5000 to Rs 7000. The rainfall has increased it to 9000 to 10,000 rupees. At present, it has been reduced from Rs 4500 to Rs 7000, and after ramp construction and access road repair, the cost of sand is expected to be Rs 4000 to 5000.

रायपुर, राज्य सरकार के प्रयासों से प्रदेश में रेत की आपूर्ति सुचारू हो रही है। रेत की कीमतें अधिकांश जिलों में वर्षा ऋतु के पूर्व के स्तर पर पहुंच गई है। मुख्यमंत्री श्री भूपेश बघेल के निर्देशन पर रेत की सुचारू आपूर्ति सुनिश्चित करने के लिए खनिज विभाग द्वारा इस वर्ष विशेष प्रयास करते हुए प्रदेश में कुल 107 रेत भण्डारण अनुज्ञा स्वीकृत की गई है। साथ ही प्रदेश के विभिन्न जिलों में रेत के अवैध उत्खनन करने वालों पर कड़ी कार्यवाही करते हुए उनके विरूद्ध प्रकरण दर्ज किए गए और जुर्माना की राशि वसूल की गई। खनिज विभाग से प्राप्त जानकारी के अनुसार पूरे प्रदेश में अवैध उत्खनन के 37 प्रकरण, अवैध परिवहन के एक हजार 726 प्रकरण तथा अवैध भण्डारण के 26 प्रकरण दर्ज करते हुए संबंधितों से 2 करोड़ 7 लाख 49 हजार 89 रूपए समझौता राशि की वसूली भी की गई है।
गौरतलब है कि वर्तमान में प्रदेश में कुल 319 रेत खदानों में निविदा जारी की गई है। कुल 210 रेत खदानों में पर्यावरण सम्मति प्राप्त होने पश्चात अनुबंध के बाद ये खदानें संचालित की जा रही हंै एवं शेष रेत खदानों में पर्यावरण सम्मति प्राप्त करने की कार्यवाही प्रक्रियाधीन है। वर्तमान समय में प्रदेश के सभी जिलों में रेत खदान आबंटन हेतु निविदा जारी की जा चुकी है। वर्तमान में भारत सरकार, पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय द्वारा जारी गाईडलाईन अनुसार छत्तीसगढ़ राज्य हेतु 10 जून से 15 अक्टूबर तक वर्षाऋतु में रेत खनन को प्रतिबंधित किया गया था। वर्षाऋतु के पूर्व प्रदेश में रेत का औसतन मूल्य 5000-7000 रूपए प्रति हाईवा (10 घनमीटर) था। वर्षाऋतु के दौरान प्रदेश में प्रतिवर्ष रेत के मूल्य में बढ़ोत्तरी होती है, इस दौरान रेत की सुचारू आपूर्ति किये जाने हेतु इस वर्ष खनिज विभाग द्वारा विशेष प्रयास कर प्रदेश में कुल 107 रेत भंडारण अनुज्ञा स्वीकृत किया गया। चूंकि भण्डारण अनुज्ञप्ति क्षेत्र में सीमित भण्डारण क्षमता होने के कारण रेत की कीमतों में आंशिक वृद्धि देखी गई है। वर्षाकाल पश्चात अधिकतर जिलों के कई रेत खदानों में वर्तमान में पानी भरा हुआ है एवं कई रेत खदानों में रैम्प एवं पहुंच मार्ग मरम्मत का कार्य भी किया जा रहा है। इन रेत खदानों में आगामी दिनों में लोडिंग एवं परिवहन का कार्य आरंभ हो जाएगा जिससे मूल्य में और कमी आने की संभावना है।
वर्षा ऋतु के पूर्व एवं वर्षा ऋतु के दौरान विभिन्न जिलों में रेत के मूल्यों की तुलनात्मक जानकारी निम्नानुसार है। वर्षा ऋतु के पूर्व रायपुर जिले में रेत का मूल्य 8000 रूपए से 9000 रूपए था। वर्षा ऋतु में बढ़कर 16000 से 17000 रूपए हो गया था। वर्तमान में यह घटकर 9000 से 9500रूपए हो गया है तथा रैम्प निर्माण एवं पहंुच मार्ग मरम्मत पश्चात रेत की कीमत 7000 से 8000 रूपए संभावित है। इसी तरह बिलासपुर जिले में वर्षा ऋतु के पूर्व 5000 रूपए से 6000 रूपए था। वर्षा ऋतु में बढ़कर 10000 से 12000 रूपए हो गया था। वर्तमान में यह घटकर 7000 से 8000 रूपए हो गया है तथा रैम्प निर्माण एवं पहुंच मार्ग मरम्मत पश्चात रेत की कीमत 5000 से 7000 रूपए संभावित है। बस्तर जिले मंे वर्षा ऋतु के पूर्व 5000 रूपए से 6000 रूपए था। वर्षा ऋतु में बढ़कर 7000 से 8000 रूपए हो गया था। रैम्प निर्माण एवं पहुंच मार्ग मरम्मत पश्चात रेत की कीमत 4000 से 5000 रूपए संभावित है। राजनांदगांव जिले में वर्षा ऋतु के पूर्व 7000 रूपए से 8000 रूपए था। वर्षा ऋतु में बढ़कर 9000 से 10000 रूपए हो गया था। वर्तमान में यह घटकर 8000 से 9000 रूपए हो गया है तथा रैम्प निर्माण एवं पहुंच मार्ग मरम्मत पश्चात रेत की कीमत 7000 से 8000 रूपए संभावित है। इसी तरह जांजगीर-चांपा जिले में वर्षा ऋतु के पूर्व 5000 रूपए से 7000 रूपए था। वर्षा ऋतु में बढ़कर 9000 से 10000 रूपए हो गया था। वर्तमान में यह घटकर 4500 से 7000 रूपए हो गया है तथा रैम्प निर्माण एवं पहुंच मार्ग मरम्मत पश्चात रेत की कीमत 4000 से 5000 रूपए संभावित है।
