विश्व स्वास्थ्य संगठन (WHO) ने कहा है कि कोविड-19 वायरस के स्रोत सम्बन्धी सभी परिकल्पनाओं व अनुमानों की परख के लिये, सभी देशों को आपसी मतभेदों को भुलाकर एक साथ मिलकर प्रयास करने होंगे. इनमें प्रयोगशाला में वायरस को तैयार किये जाने का दावा करने वाला अप्रमाणित अनुमान भी है. यूएन स्वास्थ्य एजेंसी ने गुरूवार देर रात इस आशय की घोषणा की है. इससे पहले मार्च महीने में स्वास्थ्य संगठन और चीन ने कोरोनावायरस के स्रोत की पड़ताल करने के तहत एक साझा रिपोर्ट जारी की थी.
यूएन एजेंसी के मुताबिक इस रिपोर्ट की समीक्षा में नॉवल कोरोनावायरस के स्रोत की पुष्टि के लिये पर्याप्त वैज्ञानिक तथ्य उपलब्ध नहीं है.
इसके मद्देनज़र, किसी प्रयोगशाला से वायरस लीक होने होने की आशंका की पड़ताल के लिये, सभी प्रकार के डेटा का होना ज़रूरी है ताकि भविष्य में स्वास्थ्य ख़तरों की रोकथाम हो सके.
स्वास्थ्य संगठन ने सभी सरकारों का आहवान किया है कि मौजूदा हालात को राजनीति से दूर रखा जाना होगा, और वायरस के स्रोत सम्बन्धी अध्ययनों को तेज़ी से आगे बढ़ाने के लिये सहयोग करना होगा.
इसके अलावा, वैश्विक महामारी का कारण बनने की सम्भावना वाले वायरसों को ध्यान में रखते हुए एक साझा फ़्रेमवर्क विकसित किया जाना होगा.
“हम सरकारों से मतभेदों को दूर रखने और साथ मिलकर सभी ज़रूरी डेटा व सुलभता सुनिश्चित करने का आग्रह करते हैं ताकि अध्ययनों की अगली श्रृंखला को जल्द से जल्द शुरू किया जा सके.”
यूएन एजेंसी ने एक विस्तृत बयान में स्पष्ट किया है कि वैज्ञानिक अध्ययनों की एक नई श्रृंखला को शुरू करने का निर्णय लिया गया है.
इस क्रम में सभी परिकल्पनाओं (Hypotheses) को परखे जाने की योजना है कि एक अज्ञात वायरस किस तरह पशुओं से मनुष्यों तक पहुँचा.
पारदर्शिता पर ज़ोर – नॉवल वायरस के स्रोत के लिये अन्तरराष्ट्रीय वैज्ञानिक सलाहकारी समूह (International Scientific Advisory Group for Origins of Novel Pathogens / SAGO) स्वतंत्र विशेषज्ञों का एक समूह है, जिसे मार्च 2021 में जारी रिपोर्ट में उल्लेखित अध्ययनों के लिये समन्वय का दायित्व सौंपा गया है.
उन्होंने कहा कि पारदर्शिता को ध्यान में रखते हुए, इस आयोग के लिये सभी देशों से नामांकनों का स्वागत है.
यह समूह पहले चीन जाने वाले मिशन के साथ-साथ एवियन इन्फ़्लुएन्ज़ा, लस्सा वायरस और इबोला वायरस के स्रोत का पता लगाने के लिये गठिन समूह की तरह ही काम करेगा.
बताया गया है कि विविध प्रकार के वैज्ञानिक कौशलों व विशेषज्ञताओं को समूह में शामिल करने के लिये प्रयास किये जा रहा है ताकि भविष्य में अन्य वायरसों के उभरने के स्रोतों की शिनाख़्त की जा सके.
यूएन एजेंसी के मुताबिक इस मिशन का लक्ष्य दोषारोपण करना या उंगली उठाना नहीं है.
कोरोनावायरस का स्रोत – यह जानना बेहद अहम है कि कोविड-19 महामारी किस तरह शुरू हुई ताकि पशुओं से मनुष्यों में पहुँचने वाली ऐसी घटनाओं के स्रोतों को स्थापित किया जा सके.
यूएन स्वास्थ्य एजेंसी के इस अध्ययन की सफलता के लिये सम्वेदनशील जानकारी की उपलब्धता को महत्वपूर्ण क़रार दिया गया है.
इस क्रम में, संक्रमण के शुरुआती मामलों में आँकड़ों व जानकारी की और समीक्षा किये जाने की ज़रूरत है.
साथ ही वर्ष 2019 में कोरोनावायरस के फैलाव को वैश्विक महामारी घोषित किये जाने से पहले, सम्भावित संक्रमितों के रक्त के नमूनों को भी मुहैया कराया जाना होगा.
इटली सहित अन्य देशों द्वारा 2019 में रक्त के नमूनों में वायरस के मिलने की जानकारी, यूएन स्वास्थ्य एजेंसी को पहले ही सौंपी जा चुकी है.
इसी सिलसिले में यही आग्रह चीन से भी किया गया है ताकि स्रोत का पता लगाने पर केंद्रित अध्ययनों को जल्द से जल्द आगे बढ़ाया जा सके.
