Raipur, 9 September 2020 / Under the chairmanship of Chief Minister Mr. Bhupesh Baghel, the first meeting of CAMPA governing body was held today. In this meeting held at his residence office, Mr. Baghel reviewed the works sanctioned under CAMPA fund. It was informed in the meeting that under the annual action plan of CAMPA in year 2019-20, employment of 89.73 lakh human days was created through various employment-oriented works at the cost of Rs 429 crore 21 lakh. In year 2020-21 during corona crisis, employment of 42.44 lakh human days has been created at the cost of Rs 219 crore 63 lakh, from April 1 till present. Chief Minister gave instructions to sanction as many MNREGA works as possible, under Avarti Charai Yojana and Forestland Rights Act, to provide maximum employment opportunities for people in forest regions. Chief Minister said that construction of 4400 gauthans has been completed, where a large number of cattle are being kept in day care. These gauthans require a large quantity of fodder. Keeping in view the requirement, forest management committees should conduct green fodder reaping work in the months of September and October. This will not only provide employment to people in forest areas but will also meet the fodder requirements of gauthans. On the occasion, Forest Minister Mr. Mohammad Akbar was also present.
In the meeting, Mr. Baghel also reviewed the groundwater conservation and augmentation related works under Narva Yojana. It was informed in the meeting that in the action plan of year 2019-20 under Narva Vikas Yojana, 12 lakh 55 thousand 128 structures were approved, out of which development of 8 lakh 49 thousand structures has been complted till date. This includes check dam, stop dam, anicut, dike wall etc. Chief Minister also gave instructions to prioritize construction works of big ponds in forest regions under CAMPA fund. He emphasized on development of pastureland, plantation of fruit trees and development of water structures in forest regions for conservation of wildlife. Meanwhile, conservation of state animal wild buffalo, state bird Bastar Myna, , Reindeer, hyena, sonkutta, vulture etc. was also discussed. Discussion on detailed action plan to increase the number of lions and to improve the habitat for birds was held in the meeting.
Baghel said in the meeting that initiatives should be taken to make elephants friends with humans, so as to to prevent the situation of elephant-human conflict. He said that arrangements for adequate food and water etc. should be made in elephant habitat areas of the state, so as to control the elephant-human conflict. Chief Minister Mr. Baghel especially emphasized the Forest Department to make better action plans for creating public awareness regarding elephant-human conflict control. Chief Minister said that according to an estimate, there are about 6000 elephants in Kerala, and despite that elephant-human conflict is a rarely occurence. Necessary initiative should be taken towards making elephants friend of humans. He said that elephant is a very calm, intelligent and social animal, by understanding its nature and by creating public awareness, elephant-human conflict can be resolved.
A presentation on the Arpa River Revival Plan was given at the meeting. Chief Minister said that the work of Narva treatment along the route from Arpa river to Pendra to Shivnath river should be conducted as per the plan, so to ensure natural flow of water in Arpa throughout the year. On this occasion, Chief Secretary Mr. RP Mandal, Additional Chief Secretary Mr. Subrat Sahu, Principal Secretary of Forest Department Mr. Manoj Pingua, Principal Chief Conservator of Forests Mr. Rakesh Chaturvedi, Chief Executive Officer of CAMPA Mr. V.P. Srinivasa Rao was present. Additional Chief Secretary Mr. Amitabh Jain Panchayat and Rural Development Department Principal Secretary Mr. Gaurav Dwivedi, Agriculture Production Commissioner Mrs. M. Geeta attended the meeting through video conferencing.

रायपुर, 9 सितम्बर 2020 / मुख्यमंत्री श्री भूपेश बघेल की अध्यक्षता में आज यहां उनके निवास कार्यालय में कैम्पा शासी निकाय की प्रथम बैठक आयोजित की गई। श्री बघेल ने बैठक में कैम्पा मद से कराये गए कार्यो की विस्तृत समीक्षा की। बैठक में बताया गया कि वर्ष 2019-20 में कैम्पा के वार्षिक कार्ययोजना के तहत 429 करोड़ 21 लाख रूपए की राशि खर्च कर विभिन्न रोजगार मूलक कार्यो के जरिए 89.73 लाख मानव दिवस का रोजगार सृजित किया गया। वर्ष 2020-21 में कोरोना संकट काल के दौरान एक अप्रैल से अब तक 219 करोड़ 63 लाख रूपए की राशि व्यय कर 42.44 लाख मानव दिवस का रोजगार सृजन किया गया। मुख्यमंत्री ने वनांचल में लोगों को अधिक से अधिक रोजगार उपलब्ध कराने के लिए आवर्ती चराई योजना और वन अधिकार अधिनियम के तहत मनरेगा में अधिक से अधिक कार्य स्वीकृत करने के निर्देश दिए। मुख्यमंत्री ने कहा कि प्रदेश में 4400 गौठानों का निर्माण पूरा हो गया है, जहां बड़ी संख्या में मवेशी डे-केयर में रखे जा रहे हैं। यहां बड़ी मात्रा में चारे की आवश्यकता होगी। इसे ध्यान में रखते हुए अभी सितम्बर और अक्टूबर माह में वन प्रबंधन समितियों द्वारा हरे चारे की कटाई का कार्य कराये जाए, जिससे लोगों को रोजगार भी मिले और गौठानों में चारे की उपलब्धता सुनिश्चित हो सके। इस अवसर पर वन मंत्री श्री मोहम्मद अकबर भी उपस्थित थे।
मुख्यमंत्री ने कहा कि इससे काफी मात्रा में हरा और पौष्टिक चारा इक्कठा हो सकता है। उन्होंने कहा कि सभी वन मंडलों में कुछ केन्द्रों में हरा चारा के गठ्ठर बना कर भंडारित किया जाए और इन केन्द्रों की जानकारी ऑनलाइन उपलब्ध करायी जाए, जिससे गौठान समितियां और निजी क्षेत्र के पशुपालक अपनी आवश्यकता अनुसार चारा निर्धारित दर पर क्रय कर सकें। मुख्यमंत्री श्री बघेल ने हरे चारे के विक्रय की दर भी निर्धारित करने के निर्देश दिए। उन्होंने कहा कि कई गौठानों में बड़ी मात्रा में गोबर एकत्र हो गया है। इससे वर्मी कम्पोस्ट के साथ-साथ गोबर के कण्डे और गौकाष्ठ जैसे उत्पाद तैयार किए जा सकते हैं। श्री बघेल ने बैठक के दौरान नरवा योजना के अंतर्गत भू-जल संरक्षण एवं संवर्धन के कार्यो की समीक्षा की। बैठक में बताया गया कि वर्ष 2019-20 की कार्ययोजना में नरवा विकास योजना के अंतर्गत 12 लाख 55 हजार 128 स्वीकृत संरचनाओं में से अब तक 8 लाख 49 हजार से अधिक संरचनाओं का विकास हो चुका है, इनमें चेक डैम, स्टॉप डैम, चेकडैम, एनिकट, डाइक वाल आदि शामिल है।
मुख्यमंत्री श्री बघेल ने कैम्पा मद के अंतर्गत वनांचलों में बड़े-बड़े तालाबों के निर्माण कार्य को भी प्राथमिकता से शामिल करने के निर्देश दिए। साथ ही उन्होंने वन्य प्राणियों के रहवास सुधार के अंतर्गत चारागाह विकास, फलदार वृक्षारोपण तथा वन क्षेत्रों में जल संरचनाओं के विकास पर विशेष जोर दिया। इस दौरान राजकीय पशु वन भैंसा, राजकीय पक्षी बस्तर मैना, बारहसिंगा, लकड़बग्गा, सोनकुत्ता, गिद्ध आदि के संरक्षण तथा संवर्धन के संबंध में चर्चा की गई। राज्य में शेरों की संख्या में वृद्धि और पक्षियों के भी रहवास सुधार के लिए विस्तृत कार्ययोजना बनाने के संबंध में चर्चा हुई।
श्री बघेल ने बैठक में कहा कि हाथी-मानव द्वन्द की स्थिति को रोकने के लिए हाथी को मानव का मित्र बनाने की पहल की जाए। उन्होंने कहा कि राज्य में हाथी के रहवास क्षेत्रों में पर्याप्त भोजन तथा पानी आदि की व्यवस्था का प्रबंध हो, जिससे हाथी-मानव द्वन्द में आसानी से नियंत्रण पाया जा सके। मुख्यमंत्री श्री बघेल ने हाथी-मानव द्वन्द में नियंत्रण पाने के लिए जन-जागरूकता लाने सहित बेहतर कार्य योजना बनाने के संबंध में वन विभाग को विशेष जोर दिया। मुख्यमंत्री ने कहा कि एक अनुमान के अनुसार केरल में लगभग 6000 हाथी हैं, वहां यदा-कदा ही हाथी-मानव द्वन्द की स्थिति निर्मित होती है। हाथियों को मानव का मित्र बनाने की दिशा में आवश्यक पहल होनी चाहिए। उन्होंने कहा कि हाथी एक बहुत ही शांत, समझदार तथा सामाजिक प्राणी होता है, इसके स्वभाव को समझकर तथा जन-जागरूकता से हाथी-मानव द्वन्द को कम किया जा सकता है।
बैठक में अरपा नदी पुनरूद्धार योजना पर प्रस्तुतिकरण दिया गया। मुख्यमंत्री ने कहा कि अरपा नदी के उद्गम पेण्ड्रा से शिवनाथ नदी में मिलने तक के मार्ग में नरवा ट्रीटमेंट का कार्य कार्ययोजना के अनुसार सुनिश्चित किया जाए, जिससे अरपा में प्राकृतिक रूप से सालभर जल का प्रवाह बना रहे। श्री बघेल ने यह भी कहा कि वन विभाग, राजस्व विभाग परस्पर समन्वय से भू-जल संवर्धन और संरक्षण का कार्य प्राथमिकता से करें। इस अवसर पर मुख्य सचिव श्री आर.पी.मंडल, अपर मुख्य सचिव श्री सुब्रत साहू, वन विभाग के प्रमुख सचिव श्री मनोज पिंगुआ, प्रधान मुख्य वन संरक्षक श्री राकेश चतुर्वेदी, कैम्पा के मुख्य कार्यपालन अधिकारी श्री व्ही. श्रीनिवास राव उपस्थित थे। अपर मुख्य सचिव श्री अमिताभ जैन पंचायत एवं ग्रामीण विकास विभाग के प्रमुख सचिव श्री गौरव द्विवेदी, कृषि उत्पादन आयुक्त श्रीमती एम.गीता वीडियो कॉन्फ्रंेसिंग के माध्यम से बैठक में शामिल हुए।
