Chief Minister chairs the meeting of Chhattisgarh Rural Guarantee Council

Raipur, 10 September 2020 Chief Minister Mr. Bhupesh Baghel has given instructions to sanction construction works of vermicompost tanks in gauthans under MNREGA on high priority. He said that the demands recieved from gauthan samitis for construction of vermi tanks should be immediate approved. Chief Minister gave aforementioned instructions at the meeting of Chhattisgarh Rural Guarantee Employment Council held at his residence office. In this meeting organized via video conferencing, MNREGA works were reviewed in detail. Panchayat and Rural Development Minister Mr. TS Singhdeo was also present at the CM House.
Agriculture Minister Mr. Ravindra Choubey, Forest Minister Mr. Mohammad Akbar, Urban Administration Minister Dr. Shiv Dahria, Home Minister Mr. Tamradhwaj Sahu, School Education Minister Dr. Premasai Singh Tekam, Revenue Minister Mr. Jaisingh Agrawal attended the meeting through video conferencing. Chief Minister said in his address to the meeting that construction of platforms and shade in all the paddy procurement centers of state should also be completed on priority. He said that every paddy collection center of the state should be equipped with proper shade. It was informed in the meeting that construction of 4649 platforms was approved, out of which construction of 4630 platforms has been completed. Chief Minister Mr. Baghel gave necessary instructions to the officials concerned regarding approval for construction of 5500 Gothans in the state under MNREGA this year . He informed that presently construction of about 4500 Gothanas has been completed in the state. Gothans, where self-help groups are active in conducting economic activities, should be developed as livelihood centers on priority basis, said Chief Minister. Important decision of sending proposals to Central Government regarding inclusion of agriculture under MNREGA, conducting MNREGA in urban areas, increasing wage rate under MNREGA and about the provision of 200 human days of employment under MNREGA was also taken in this meeting chaired by Chief Minister.
Chief Minister further gave instructions to conduct a survey of the benefits received by people from the works of nursery, well, dabri construction and canal lining. Likewise, Similarly, canal lining work of the useful diversion irrigation schemes in the district should be conducted as a pilot project, so that farmers of the area may avail irrigation facilities properly. Mr. Baghel further said that in the areas where complaints about contamination of water with heavy metals, arsenic, fluoride, iron contents has been recieved, people should be asked to use surface water for drinking. He said that dabris and wells should be constructed in the fields to facilitate water recharge and irrigation of crops in times of need.
Chief Minister encouraged the forest rights beneficiaries to plant fruit trees on the land allotted. He advised them to sow crops like turmeric, ginger, turmeric between the big trees. Land development and land encircling work should also be done under MNREGA. AGriculture Department should facilitate tubewell digging on the lands of the beneficiaries and CREDA should install solar pumps there to provide irrigation facility. He directed to make Forest Department the nodal agency for this scheme.
It was informed in the meeting that Chhattisgarh state ranks third in the country for providing 100 days of employment under MNREGA. So far 84 thousand 455 families in the state have been provided 100 days of employment this year. A record 26 lakh 5 thousand families were given employment under MNREGA this year. There are 39.79 lakh job cards under MNREGA in the state. During the quarantine period of migrant laborers who have returned to Chhattisgarh this year, nearly 2.37 lakh job cards have been issued. Against the target of creating 13 crore 50 lakh man days of employment this year, employment of 9 crore 52 lakh man days has been generated so far. Women had an active participation of 50 percent in this. It was informed in the meeting that the Central Government has approved the target of creating employment of 15 crore man-days, on the proposal of Chhattisgarh Government. Wages worth Rs 2155 crore have been paid under MNREGA. Participation of specially abled in MNREGA works has significantly increased. Construction of more than 66 thousand ground-water promotion structures in1406 Narvas is in progress under Narva Development Plan. Mr. Baghel said that the entire DPR of such drains, a part of which passes through the forest area, should be prepared by the Forest Department.
It was also informed in the meeting that Chhattisgarh ranks first in the country in terms of geotagging the assets built under MNREGA in the year 2017. Similarly, Chhattisgarh ranks first in the country in terms of preparing the GIS-centric plan in larger interest of forestland rights beneficiaries and for development of the Gram Panchayats. Chhattisgarh holds third rank in the country for management of natural resources and expenditure on agriculture and allied works under MNREGA scheme. Construction of 706 new Gram Panchayat buildings and 672 Anganwadi centers have also been approved under MNREGA.

Mandal, Additional Chief Secretary Mr. Amitabh Jain and Mr. Subrat Sahu, Principal Secretary, Panchayat and Rural Development Department Mr. Gaurav Dwivedi, Secretary, Food Department Dr. Kamalpreet Singh, Secretary, Tribal Welfare Department Mr. D. D. Singh, MNREGA Commissioner Mr. Mohammad Abdul Kaiser Haq also attended the meeting. Members and officials of Chhattisgarh Rural Employment Guarantee Council joined the meeting from various districts via video conferencing.

रायपुर, 10 सितंबर 2020 / मुख्यमंत्री भूपेश बघेल ने गौठानों में गोबर से वर्मी कम्पोस्ट तैयार करने के लिए मनरेगा से वर्मी टांका निर्माण के कार्यो को प्राथमिकता के आधार पर स्वीकृति प्रदान करने के निर्देश दिए हैं। उन्होंने कहा कि गौठान समितियों से वर्मी टांका निर्माण के लिए जितनी मांग आती है, उन्हें तत्काल स्वीकृति प्रदान की जाए। मुख्यमंत्री ने आज यहां अपने निवास कार्यालय में आयोजित छत्तीसगढ़ ग्रामीण रोजगार गारंटी परिषद की बैठक में यह निर्देश दिए। वीडियो कॉन्फ्रेंसिंग के माध्यम से आयोजित बैठक में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना के कार्यों की विस्तृत समीक्षा की गई। मुख्यमंत्री निवास पर पंचायत एवं ग्रामीण विकास मंत्री श्री टी.एस. सिंहदेव उपस्थित थे। कृषि मंत्री श्री रविन्द्र चौबे, वनमंत्री श्री मोहम्मद अकबर, नगरीय प्रशासन मंत्री डॉ. शिव डहरिया, गृहमंत्री श्री ताम्रध्वज साहू, स्कूल शिक्षा मंत्री डॉ. प्रेमसाय सिंह टेकाम, राजस्व मंत्री श्री जयसिंह अग्रवाल वीडियो कॉन्फ्रेंसिंग के माध्यम से बैठक में शामिल हुए। मुख्यमंत्री ने बैठक में कहा कि सभी धान खरीदी केन्द्रों में चबूतरों के निर्माण और चबूतरों पर शेड निर्माण के कार्यो को भी प्राथमिकता देते हुए शीघ्रता से पूर्ण किया जाए। उन्होंने कहा कि राज्य के हर धान संग्रहण केन्द्र में एक शेड का निर्माण अवश्य हो। बैठक में जानकारी दी गई कि प्रदेश में 4649 चबूतरों के निर्माण के लिए स्वीकृति दी गई है। जिनमें से 4630 चबूतरों का निर्माण हो चुका है। मुख्यमंत्री श्री बघेल ने इस वर्ष मनरेगा से राज्य में 5500 गौठानों के निर्माण की स्वीकृति देने के लिए आवश्यक निर्देश दिए। उन्होंने बताया कि राज्य में वर्तमान में लगभग 4500 गौठानों का निर्माण पूरा कर लिया गया है। ऐसे गौठानों में जहां स्व-सहायता समूह आर्थिक गतिविधियों में सक्रिय हैं, वहां आजीविका केन्द्र के निर्माण की स्वीकृति प्राथमिकता के आधार पर देने के निर्देश दिए। मुख्यमंत्री की अध्यक्षता में आयोजित बैठक में अधिक से अधिक लोगों को रोजगार उपलब्ध कराने के लिए कृषि कार्य को मनरेगा से जोड़ने, शहरी मनरेगा, मनरेगा की मजदूरी दर बढ़ाने, मनरेगा में 200 दिनों का रोजगार देने के प्रावधान के संबंध में प्रस्ताव तैयार कर केन्द्र सरकार को मंजूरी के लिए भेजने का महत्वपूर्ण निर्णय भी लिया गया।
मुख्यमंत्री ने बैठक में कहा कि मनरेगा के तहत नर्सरी, कुंआ और डबरी निर्माण तथा नहर लाईनिंग के कराये गए कार्यो से लोगों को मिलने वाले लाभ के बारे में सर्वे कराया जाना चाहिए। इसी तरह जिले की उपयोगी डायवर्सन सिंचाई योजनाओं की नहर लाईनिंग का कार्य पायलट प्रोजेक्ट के रूप में कराया जाए, जिससे क्षेत्र के किसानों को सिंचाई सुविधाओं का भरपूर लाभ मिल सके। श्री बघेल ने यह भी कहा कि जिन क्षेत्रों में पानी में हैवीमेटल्स, आरसेनिक, फ्लोराइड, आयरन की शिकायत है, वहां गांव वालों को सतही जल का उपयोग पेयजल के लिए करने हेतु जागरूक किया जाए। उन्होंने कहा कि खेतों में डबरी और कूपों का निर्माण कराया जाना चाहिए, जिससे पानी की रिचार्जिंग हो सके और जरूरत के समय फसलों की सिंचाई में इसका उपयोग किया जा सके।
मुख्यमंत्री ने वन अधिकार पट्टे प्राप्त हितग्राहियों को जमीन पर फलदार वृक्ष लगाने, बड़े वृक्षांे के बीच हल्दी, अदरक, तीखूर जैसी फसलों के लिए प्रोत्साहित किया जाए। मनरेगा से भूमि विकास और जमीन को घेरने के कार्य कराए जाएं। कृषि विभाग के माध्यम से हितग्राहियों की जमीन पर ट्यूबवेल खनन कराकर क्रेडा के माध्यम से सोलर पंप स्थापित किए जाएं, जिससे फसलों के लिए सिंचाई की सुविधा मिल सके। उन्होंने कहा कि इस योजना के लिए वन विभाग को नोडल एजेंसी बनाया जाए।
बैठक में जानकारी दी गई कि 100 दिन का रोजगार देने में छत्तीसगढ़ का देश में तीसरा स्थान है। प्रदेश में इस वर्ष अब तक 84 हजार 455 परिवारों को 100 दिनों का रोजगार दिया गया। मनरेगा में इस वर्ष रिकार्ड 26 लाख 5 हजार परिवारों को रोजगार दिया गया। प्रदेश में मनरेगा के तहत 39.79 लाख जॉब कार्ड धारी हैं। इस वर्ष छत्तीसगढ़ लौटे प्रवासी मजदूरों के क्वारेंटाइन के दौरान लगभग 2.37 लाख जॉब कार्ड बनाए गए। इस वर्ष 13 करोड़ 50 लाख मानव दिवस रोजगार के लक्ष्य के विरूद्ध अब तक 9 करोड़ 52 लाख मानव दिवस का रोजगार सृजित किया गया। इसमें महिलाओं की 50 प्रतिशत की सक्रिय भागीदारी रही। बैठक में बताया गया कि केन्द्र सरकार ने छत्तीसगढ़ सरकार के प्रस्ताव पर 15 करोड़ मानव दिवस रोजगार सृजन के लक्ष्य को मंजूरी दी है। मनरेगा के तहत 2155 करोड़ रूपए की मजदूरी का भुगतान किया गया है। मनरेगा के कार्यो में दिव्यांगों की भागीदारी बढ़ी है। नरवा विकास योजना में चिन्हांकित 1406 नरवा में 66 हजार से अधिक भू-जल संवर्धन संबंधी संरचनाओं का निर्माण प्रगति पर है। श्री बघेल ने कहा कि ऐसे नाले जिनका एक हिस्सा वन क्षेत्र से गुजरता है, उसका सम्पूर्ण डीपीआर वन विभाग द्वारा तैयार किया जाए।
बैठक में यह भी जानकारी दी गई कि वर्ष 2017 में मनरेगा के तहत निर्मित परिसम्पत्तियों की जियोटेगिंग में छत्तीसगढ़ देश में पहले स्थान पर है। इसी तरह वन अधिकार पत्र प्राप्त हितग्राहियों को लाभान्वित करने और ग्राम पंचायतों के विकास के लिए जीआईएस केन्द्रित योजना तैयार करने में छत्तीसगढ़ देश मंे प्रथम स्थान पर है। प्राकृतिक संसाधनों के प्रबंधन और कृषि तथा उससे जुड़े कार्यो में मनरेगा योजना से खर्च के मामले में छत्तीसगढ़ देश में तीसरे स्थान पर है। मनरेगा से 706 नये ग्राम पंचायत भवन और 672 आंगनबाड़ी केन्द्रों को मंजूरी दी गई है।
बैठक में मुख्य सचिव श्री आर.पी. मण्डल, अपर मुख्य सचिव श्री अमिताभ जैन और श्री सुब्रत साहू, पंचायत एवं ग्रामीण विकास विभाग के प्रमुख सचिव श्री गौरव द्विवेदी, खाद्य विभाग के सचिव डॉ कमलप्रीत सिंह, आदिमजाति कल्याण विभाग के सचिव श्री डी. डी. सिंह, मनरेगा आयुक्त श्री मोहम्मद अब्दुल कैसर हक शामिल हुए। विभिन्न जिलों से छत्तीसगढ़ ग्रामीण रोजगार गारंटी परिषद के सदस्य और अधिकारी इस बैठक में वीडिया कॉन्फ्रेंसिंग से जुड़े।
