संविधान संशोधन समिति। अंबिका सोनी ने विस्तृत विचार-विमर्श किया। 85 वें पूर्ण सत्र में, कांग्रेस संविधान में 85 बड़े और छोटे संशोधनों को शामिल किया गया है। प्रस्तावित संशोधनों को तब माननीय कांग्रेस अध्यक्ष की अध्यक्षता वाली कांग्रेस संचालन समिति के समक्ष रखा गया था। प्रस्तावित कुछ प्रमुख संशोधन हैं| कांग्रेस संगठन में सकारात्मक कार्रवाई – आरक्षण – सामाजिक न्याय के एक नए अध्याय की शुरुआत अनुसूचित जाति / अनुसूचित जनजाति / अन्य पिछड़ा वर्ग / अल्पसंख्यकों के लिए 50% का आरक्षण और सभी पदाधिकारियों और प्रतिनिधियों के लिए आरक्षित और अनारक्षित श्रेणियों में युवाओं और महिलाओं के लिए 50% का क्षैतिज आरक्षण प्रदान करने के लिए संविधान में संशोधन किया गया है। उदयपुर शिविर में प्रतिपादित “50 अंडर 50” की अवधारणा को संविधान में शामिल किया गया है।
डिजिटल सदस्यता और ऑनलाइन दान – समय के साथ हमारा मार्च!
समय के साथ बदलते हुए, 1 जनवरी, 2025 से कांग्रेस के पास केवल डिजिटल सदस्यता होगी। इस तरह हम युवाओं तक पहुंचेंगे, और हम ऐसा करने वाले भारत (या शायद एशिया) में एकमात्र राजनीतिक दल होंगे। इसी तरह हम ऑनलाइन डोनेशन को भी अपनाएंगे।
संगठनात्मक संरचना में परिवर्तन
जबकि बूथ प्राथमिक इकाई है, बहुत विचार-विमर्श के बाद, संरचना स्पष्ट रूप से चित्रित की गई है।
पंचायत कांग्रेस कमेटी शहरी क्षेत्रों के लिए वार्ड कांग्रेस समिति इंटरमीडिएट कांग्रेस कांग्रेस कमेटी – मंडल, जनपद आदि किसी भी नाम से पुकारी जाती है
ब्लॉक कांग्रेस कांग्रेस कमेटी
जिला कांग्रेस कांग्रेस कमेटी
प्रदेश कांग्रेस कांग्रेस कमेटी
और उनकी आम सभा और कार्यकारिणी को धारण करने की अवधि भी निर्धारित है।

कांग्रेस के सदस्यता स्वरूप को और अधिक प्रगतिशील बनाया गया।
बदलते समय के साथ कांग्रेस की सदस्यता के रूपों को और अधिक प्रगतिशील बनाने के लिए, ट्रांसजेंडर, माता का नाम और जीवनसाथी के नाम की श्रेणियों का परिचय उपयुक्त रूप से प्रस्तावित किया गया है।
प्रत्येक स्तर पर पंचायती राज/स्थानीय निकायों/सहकारिताओं के लिए अधिक प्रतिनिधित्व हर स्तर पर पार्टी के निर्वाचित सदस्य ब्लॉक कांग्रेस कमेटी, डीसीसी, पीसीसी के पदेन सदस्य होंगे। उदाहरण के लिए, ब्लॉक कांग्रेस में पंचायत समिति/नगर पालिका/मंडी समिति के सदस्य। डीसीसी के सदस्य के रूप में जिला पंचायत के सदस्य, नगर परिषद के अध्यक्ष/जिला सहकारी बैंक के अध्यक्ष। जिला पंचायत के अध्यक्ष/नगर निगम के अध्यक्ष/राज्य स्तरीय सहकारी बैंकों/विपणन समितियों के अध्यक्ष पीसीसी के सदस्य होंगे।
सभी स्तरों पर सदस्यता के साथ अधिकारिता और विस्तार नए राज्यों के गठन के साथ, कांग्रेस की सदस्यता में कई गुना वृद्धि के साथ-साथ जनसंख्या में भी भारी वृद्धि हुई है, यह महसूस किया गया है कि एआईसीसी के निर्वाचित सदस्यों को जनसांख्यिकी और विविधता को प्रतिबिंबित करने की आवश्यकता है। संविधान प्रदान करता है, 8 पीसीसी प्रतिनिधियों द्वारा एक एआईसीसी सदस्य का चुनाव। वर्तमान संशोधन के बाद, 6 पीसीसी प्रतिनिधि एआईसीसी सदस्य का चुनाव करेंगे। इसलिए, निर्वाचित सदस्यों की कुल संख्या 1240 से 1653 हो जाएगी।
सहयोजित एआईसीसी सदस्यों की संख्या भी निर्वाचित एआईसीसी सदस्यों के 15% से बढ़ाकर निर्वाचित एआईसीसी सदस्यों के 25% कर दी गई है कि बढ़ी हुई जनसंख्या, कांग्रेस की सदस्यता में वृद्धि और एआईसीसी सदस्यों की संख्या में वृद्धि के साथ, यह सीडब्ल्यूसी में परिलक्षित होना चाहिए। CWC की ताकत वर्तमान 23 CWC सदस्यों से बढ़ाकर 35 CWC सदस्य कर दी गई है, जिसमें 18 CWC सदस्य चुने जाने हैं। सीडब्ल्यूसी में एससी, एसटी, ओबीसी, अल्पसंख्यक, युवा और महिलाओं के लिए 50 फीसदी आरक्षण का प्रावधान है। एआईसीसी द्वारा चुने जाने वाले 18 सीडब्ल्यूसी सदस्यों में से कम से कम 6 सदस्य अनुसूचित जाति/अनुसूचित जनजाति/अन्य पिछड़ा वर्ग/अल्पसंख्यक/युवा और महिलाओं में से चुने जाएंगे। इससे पहले, 23 CWC सदस्यों के अलावा, AICC अध्यक्ष और संसद में कांग्रेस पार्टी के नेता/अध्यक्ष स्वचालित रूप से CWC के सदस्य थे। इसके अलावा, कांग्रेस के प्रधान मंत्री / पूर्व कांग्रेस प्रधान मंत्री, लोकसभा और राज्यसभा में कांग्रेस के नेता और पूर्व कांग्रेस अध्यक्ष भी अपने पद के आधार पर सीडब्ल्यूसी के सदस्य होंगे।
पीसीसी स्तर पर राजनीतिक मामलों की समिति के प्रावधान को शामिल करने के लिए संविधान में संशोधन किया गया है।
कांग्रेस सदस्यों, डीसीसी प्रतिनिधियों, पीसीसी प्रतिनिधियों, एआईसीसी सदस्यों के शुल्क ढांचे में मामूली बदलाव।

The Constitution Amendments Committee under the chairmanship of Smt. Ambika Soni had detailed deliberations. In the 85th Plenary Session, 85 major and minor amendments have been incorporated in the INC Constitution. The proposed amendments were then placed before the Congress Steering Committee chaired by Hon’ble Congress President. Some of the major amendments proposed are: –

Affirmative Action in the Congress Organisation – Reservation – Beginning of a New Chapter of Social Justice.
Constitution has been amended to provide Reservation of 50% for SC/ST/OBCs/Minorities and horizontal reservation of 50% for Youth and Women in the reserved and unreserved categories for all office bearers and delegates. The concept of “50 Under 50” as enunciated in the Udaipur Shivir has been incorporated in the Constitution.

Digital Memberships and Online Donations – Our march with the times !
Changing with the times, Congress will only have only Digital Memberships starting from January 1, 2025. This way we shall reach out to the youth, and we shall be the only political party in India (or perhaps, Asia) to do so. Similarly, we will also adopt online donations.

Changes in the Organisational Structure
While booth remains the Primary Unit, after much deliberation, the structure is clearly delineated.
Panchayat Congress Committee
Ward Congress Committee for Urban Areas
Intermediate Congress Congress Committee – by whatever named called – Mandal, Janpad etc
Block Congress Congress Committee
District Congress Congress Committee
Pradesh Congress Congress Committee
And the period for holding their General Body and Executive is also defined.

Membership Form of the Congress made more Progressive.
To make the Congress membership forms more progressive with changing times, Introduction of the categories of transgender, mother’s name and spouses name, has been suitably proposed.

More representation for Panchayati Raj/Local Bodies/Cooperatives at every level
Elected Members of the Party at every level to be ex officio members of the Block Congress Committee, DCC, PCC. For example, members of the Panchayat Samiti/ Municipality/ Mandi Samiti in Block Congress. Members of the Zilla Panchayat, President of the Municipal Council/President of the District Cooperative Bank as members of DCC. Presidents of the Zilla Panchayat/President of the Municipal Corporation/President of State Level Coop Banks/ Marketing Societies to be members of the PCC.

Empowerment and Expansion with Membership at all levels
With the constitution of new states, manifold increase in the Congress membership, as also huge in increase in the population, it is felt that the elected AICC members needs to reflect the demographics and diversity. The Constitution provides, election of one AICC Member by 8 PCC delegates. After the present amendment, 6 PCC delegates shall elect an AICC member. Hence, the total number of elected members will go from 1240 to 1653.
The strength of co-opted AICC members has also been increased from 15% of the elected AICC members to 25% of the elected AICC members.
That with the increased population, increase in Congress membership and increased numbers of AICC members, it must get reflected in CWC. The strength of the CWC has been increased from current 23 CWC Members to 35 CWC Members, with 18 CWC members to be elected. There is a provision for 50% Reservation in CWC for SC, ST, OBC, Minorities, Youth and Women. Out of 18 CWC Members to be elected by the AICC, not less than 6 members shall be elected from amongst SCs/STs/OBCs/Minorities/Youth and Women. Earlier, in addition to the 23 CWC Members, AICC President and Leader/Chairperson of the Congress Party in Parliament were automatically the members of the CWC. In addition, thereto Congress Prime Minister/ Former Congress Prime Minister(s), Leaders of the Congress in Lok Sabha and Rajya Sabha and Former Congress President(s) shall also be members of the CWC by virtue of the office they hold.

Constitution has been amended to incorporate the provision of Political Affairs Committee at the PCC Level.
Minor changes in the fee structure of the Congress members, DCC delegates, PCC delegates, AICC Members.
