Twitter responded to the objection of the Modi government, conflict may increase

The micro-blogging website ‘Twitter’ has responded on Wednesday on the central government’s directive to block more than a thousand Twitter accounts. Twitter has written in one of its official blogs that the company has suspended over 500 Twitter accounts that were clearly in the category of spam and were misusing the platform. The company has taken action against hundreds of accounts violating the rules. Especially against those who were full of violence, abuse and threats. Along with this, the company has also stopped some trends that violate the rules.
Micro-blogging website Twitter has also written in this blog that ‘the company is in favor of freedom of expression and recently the basis on which the central government asked to close Twitter accounts is not in accordance with Indian laws’.
In response, a tweet has been made by the Ministry of Electronics and Information Technology, Government of India. The tweet read, “On Twitter’s request, the secretary of the Ministry of Electronics and Information Technology was supposed to be in talks with the company’s senior management. But it is an unusual thing for the company to write a blog in this regard. The government will soon go on Will share their feedback. ”
According to Twitter, during this period, he got some orders from the Central Government under section 69A of the IT Act, which has requested to suspend many Twitter accounts.
The company wrote that ‘We had temporarily followed two of these orders, which asked for emergency account blocking, but later we reinstated them as they were found to be in accordance with Indian law. When its information was given to the Ministry of Electronics and Information Technology, Government of India, they handed us a notice of failure to comply with the instructions.
Referring to the incident of 26 January 2021, Twitter wrote that ‘Our Global team provided 24/7 coverage during this period and acted on all content, tweets and accounts judicially and fairly, as it violated Twitter rules Was doing.’ Twitter India has written in this blog that ‘this action has been taken in the last ten days’.

What action has Twitter taken so far?

Twitter has written in its blog that ‘tweets which had harmful content will now be seen less because the company has reduced their visibility. What did the Indian government say on Twitter?

On Tuesday, the news agency PTI quoted sources as saying that the Indian government has ordered Twitter to close 1178 Twitter accounts related to alleged Pakistan and Khalistan supporters who have been spreading misinformation and provocative content about the farmers’ protests.
It was told that the Ministry of Information Technology shared a list of these Twitter accounts on February 4. These accounts were identified by security agencies as pro-Khalistan or Pakistan-backed and foreign-owned accounts, which threaten public order during the peasant movement.
Earlier, the government had ordered Twitter to remove those ‘handles’ and ‘hashtags’ which claimed that the farmer massacre was being planned. The government had said that such misinformation and inflammatory material would affect public order. According to local media reports, the central government has failed to comply with the directives to Twitter But also warned of punitive action. The IT ministry is also said to be indirectly unhappy with the recent likes of some Twitter tweets by Twitter CEO Jack Dorsey in support of farmer protests. Meanwhile, a Twitter spokesperson said in his e-mail response that ‘Twitter follows the principles of empowerment and transparency of public dialogue. If we receive a legitimate legal request about potentially illegal content on Twitter, we review it under both Twitter rules and local law. If the content violates Twitter’s rules, the content will be removed.
Along with this he said that ‘if it determines to be illegal in a particular jurisdiction but is not in violation of the rules of Twitter, then we can only prevent access to the content in that place. In all cases, we inform the account holder directly so that he knows that we have received a legal order related to the account.

इसके जवाब में भारत सरकार के इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय की ओर से एक ट्वीट किया गया है. इस ट्वीट में लिखा है, “ट्विटर के अनुरोध करने पर इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय के सचिव कंपनी के वरिष्ठ प्रबंधन के साथ बातचीत करने वाले थे. लेकिन इस संबंध में कंपनी द्वारा एक ब्लॉग लिखा जाना एक असामान्य बात है. सरकार जल्द ही इस पर अपनी प्रतिक्रिया साझा करेगी.”
ट्विटर के अनुसार, इस दौरान केंद्र सरकार से भी उन्हें आईटी एक्ट के सेक्शन-69ए के तहत कुछ आदेश मिले, जिनमें बहुत से ट्विटर अकाउंट्स को निलंबित करने का अनुरोध किया गया है. कंपनी ने लिखा है कि ‘हमने इनमें से दो आदेशों का अस्थायी रूप से पालन किया था, जिनमें आपातकालीन रूप से अकाउंट ब्लॉक करने की बात कही गई थी, लेकिन बाद में हमने उन्हें बहाल कर दिया क्योंकि ये भारतीय क़ानून के अनुरूप पाए गए. जब इसकी सूचना भारत सरकार के इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय को दी गई, तो उन्होंने हमें निर्देशों का अनुपालन करने में विफल रहने का एक नोटिस थमा दिया.’ 26 जनवरी 2021 की घटना का ज़िक्र करते हुए ट्विटर ने लिखा है कि ‘हमारी ग्लोबल टीम ने इस दौरान 24/7 कवरेज प्रदान की और सारे कॉन्टेंट, ट्वीट्स और अकाउंट्स पर न्यायिक और निष्पक्ष रूप से कार्रवाई की, क्योंकि ये ट्विटर के नियमों का उल्लंघन कर रहे थे.’ ट्विटर इंडिया ने इस ब्लॉग में लिखा है कि ‘ये कार्रवाई बीते दस दिन में की गई है.’

ट्विटर ने अब तक क्या कार्रवाई की?

“इसके अलावा, कंपनी ने बुधवार को ही सरकार की ओर से रेखांकित किए गए अकाउंट्स में से कुछ को भारत में रोक दिया है. हालांकि, ये अकाउंट भारत के बाहर उपलब्ध रहेंगे क्योंकि हम नहीं मानते कि हमें भारतीय क़ानून के अनुरूप इन अकाउंट्स के ख़िलाफ़ कार्रवाई करने को कहा गया. हम अभिव्यक्ति की स्वतंत्रता के पक्षधर हैं और इसी नज़रिये को ध्यान में रखकर हमने मीडिया के लोगों, पत्रकारों, सामाजिक कार्यकर्ताओं और राजनेताओं के अकाउंट्स के ख़िलाफ़ कोई कार्रवाई नहीं की है.”

‘हर नज़रिये का सम्मान’

ट्विटर इंडिया के अनुसार, कंपनी ने 10 फ़रवरी को केंद्र सरकार के सामने अपना जवाब पेश किया है और ये सभी दलीलें रखी हैं. कंपनी ने अपने ब्लॉग में लिखा है, “हमारा विश्वास है कि सार्वजनिक संवाद और परस्पर विश्वास बनाने के लिए पारदर्शिता बहुत ज़रूरी है. यह हमारे लिए बहुत महत्वपूर्ण है कि लोग इस बात को समझें कि हम अपने प्लेटफ़ॉर्म पर कंटेंट की छटनी कैसे करते हैं और पूरी दुनिया की सरकारों के साथ कैसे संवाद करते हैं.” “हमारी पारदर्शिता रिपोर्ट में यह देखा जा सकता है कि सरकारें हमसे क्या अनुरोध करती हैं और हम वैश्विक स्तर पर कैसे काम करते हैं.”
कंपनी ने अपने ब्लॉग में लिखा है कि “मौजूदा दौर में फ़्री इंटरनेट और अभिव्यक्ति की आज़ादी पर लगातार ख़तरा मंडरा रहा है. पिछले कुछ हफ़्तों में भारत में हिंसा की ख़बरों पर हम बारीकी से अपडेट देना चाहते थे और अपने नियमों और सिद्धांतों को गंभीरता से लागू करने के प्रयास कर रहे थे.”
कंपनी ने लिखा है कि “ट्विटर की मौजूदगी इसीलिए है ताकि हम अपने यूज़र्स की आवाज़ को ज़्यादा से ज़्यादा लोगों तक पहुँचा सकें. इसे ध्यान में रखते हुए हम लगातार अपनी सेवाओं में सुधार कर रहे हैं ताकि हर कोई – चाहे उनका जो भी नज़रिया हो – निर्भीक होकर एक सार्वजनिक संवाद में शामिल हो सके.”

भारत सरकार ने ट्विटर से क्या कहा था?

मंगलवार को समाचार एजेंसी पीटीआई ने सूत्रों के हवाले से लिखा था कि भारत सरकार ने ट्विटर को कथित पाकिस्तान और खालिस्तान समर्थकों से संबंधित 1178 ट्विटर अकाउंट बंद करने का आदेश दिया है जो किसानों के विरोध प्रदर्शनों को लेकर ग़लत सूचना और उत्तेजक सामग्री फैलाते रहे हैं. बताया गया कि सूचना प्रौद्योगिकी मंत्रालय ने चार फ़रवरी को इन ट्विटर अकाउंट्स की एक सूची साझा की थी. इन अकाउंट्स की पहचान सुरक्षा एजेंसियों ने खालिस्तान समर्थक या पाकिस्तान द्वारा समर्थित और विदेशी धरती से संचालित होने वाले अकाउंट्स के तौर पर की थी, जिनसे किसान आंदोलन के दौरान सार्वजनिक व्यवस्था को ख़तरा है. इससे पहले, सरकार ने ट्विटर को उन ‘हैंडल्स’ और ‘हैशटैग्स’ को हटाने का आदेश दिया था, जिनमें दावा किया गया था कि किसान नरसंहार की योजना बनाई जा रही है. सरकार ने कहा था कि इस तरह की ग़लत सूचना और भड़काऊ सामग्री सार्वजनिक व्यवस्था को प्रभावित करेगी. स्थानीय मीडिया रिपोर्टों के अनुसार, केंद्र सरकार ने ट्विटर को निर्देशों का अनुपालन करने में विफल रहने पर दण्डात्मक कार्रवाई की भी चेतावनी दी थी. किसान विरोध प्रदर्शन के समर्थन में कई विदेशी हस्तियों द्वारा किये गए कुछ ट्वीट्स को ट्विटर के सीईओ जैक डोरसी द्वारा हाल ही में लाइक किये जाने से भी आईटी मंत्रालय परोक्ष तौर पर अप्रसन्न बताया जाता है.
इस बीच ट्विटर के एक प्रवक्ता ने अपनी ई-मेल प्रतिक्रिया में कहा था कि ‘ट्विटर सार्वजनिक संवाद के सशक्तीकरण और पारदर्शिता के सिद्धांतों पर चलता है. अगर हमें ट्विटर पर संभावित अवैध सामग्री के बारे में वैध क़ानूनी अनुरोध प्राप्त होता है, तो हम इसकी समीक्षा ट्विटर के नियमों और स्थानीय क़ानून, दोनों के तहत करते हैं. यदि सामग्री ट्विटर के नियमों का उल्लंघन करती है, तो सामग्री को हटाया जाएगा.’
इसके साथ ही उन्होंने कहा था कि ‘यदि यह एक विशेष अधिकार क्षेत्र में अवैध होना निर्धारित करता है, लेकिन ट्विटर के नियमों का उल्लंघन नहीं है, तो हम केवल उस स्थान में सामग्री तक पहुँच को रोक सकते हैं. सभी मामलों में, हम अकाउंट धारक को सीधे सूचित करते हैं ताकि उसे पता चले कि हमें अकाउंट से संबंधित एक क़ानूनी आदेश प्राप्त हुआ है.’
