India: In view of farmer demonstrations, urges all parties to ‘exercise maximum restraint’

The United Nations High Commissioner for Human Rights (OHCHR) has urged government officials and protesting farmers to “exercise maximum restraint” in the wake of demonstrations by farmers in India for nearly two months.

In a tweet message on Friday, the UN Human Rights High Commissioner Office also stressed the removal of solutions that are fair and equitable and respect human rights.
The message of the Human Rights Office states, “In view of the demonstrations of the farmers, we call upon the government and the protesting farmers to exercise maximum restraint.” The right to assemble peacefully and the rights of expression should be respected both online and on the ground. ”
The UN Human Rights Office says, “It is very important that equitable and fair solutions be found, respecting the human rights of all.”
According to media reports, in some border areas of Delhi, the capital of India, thousands of farmers, including women and old people, have been protesting against the three new agricultural laws of the central government of India, for the last almost two months.
These farmers have come riding in tractors and other vehicles, and have set up camps around the main roads, disrupting the major routes to reach the capital Delhi.
While the protests started primarily in a peaceful manner, violence erupted on 26 January when some farmers forcibly entered the capital, Delhi, where they also clashed with security forces.
According to reports, one protestor was killed and more than 300 people were injured.
According to media reports, internet services have been shut down in the places where the protesting farmers are setting up their camps, and the authorities have imposed various types of blockers to block the way.

भारत: किसान प्रदर्शनों के मद्देनज़र, सभी पक्षों से ‘अधिकतम संयम बरतने’ का आग्रह

संयुक्त राष्ट्र के मानवाधिकार उच्चायुक्त कार्यालय (OHCHR) ने भारत में, किसानों द्वारा लगभग दो महीनों से किये जा रहे प्रदर्शनों के मद्देनज़र, सरकारी अधिकारियों और प्रदर्शनकारी किसानों से “अधिकतम संयम बरतने” का आग्रह किया है.

यूएन मानवाधिकार उच्चायुक्त कार्यालय ने शुक्रवार को एक ट्वीट सन्देश में, निष्पक्ष व न्यायसंगत और मानवाधिकारों का सम्मान करने वाले समाधान निकाले जाने पर भी ज़ोर दिया.

मानवाधिकार कार्यालय के सन्देश में कहा गया है, “किसानों के प्रदर्शनों के मद्देनज़र, हम सरकार और प्रदर्शनकारी किसानों से अधिकतम संयम बरतने का आहवान करते हैं. शान्तिपूर्ण तरीक़े से एकत्र होने और अभिव्यक्ति के अधिकारों का सम्मान, ऑनलाइन और ज़मीनी परिस्थितियों, दोनों में ही किया जाना चाहिये.”

यूएन मानवाधिकार कार्यालय का कहना है, “ये बहुत आवश्यक है कि सभी के मानवाधिकारों का सम्मान करते हुए, न्यायसंगत व निष्पक्ष समाधान तलाश किये जाएँ.”

मीडिया ख़बरों के अनुसार, भारत की राजधानी दिल्ली के कुछ सीमावर्ती इलाक़ों में, महिलाओं और वृद्धों सहित, हज़ारों किसान, भारत की केन्द्रीय सरकार के तीन नए कृषि क़ानूनों के विरोध में, पिछले लगभग दो महीनों से प्रदर्शन कर रहे हैं.

ये किसान ट्रैक्टर और अन्य वाहनों में सवार होकर आए हैं, और उन्होंने मुख्य सड़कों के आसपास शिविर लगा लिये हैं, जिससे राजधानी दिल्ली में पहुँचने वाले प्रमुख रास्ते बाधित हुए हैं.

वैसे तो, ये प्रदर्शन मुख्यतः शान्तिपूर्ण तरीक़े से ही शुरू हुए, मगर 26 जनवरी को उस समय हिंसा भड़क उठी जब कुछ किसानों ने राजधानी दिल्ली में जबरन प्रवेश किया, जहाँ सुरक्षा बलों के साथ उनकी झड़पें भी हुईं.

ख़बरों के अनुसार एक प्रदर्शनकारी की मौत हो गई और 300 से अधिक लोग घायल हुए.

मीडिया ख़बरों के अनुसार, प्रदर्शनकारी किसान जिन स्थानों पर अपने शिविर लगाए हुए हैं, वहाँ इंटरनेट सेवाएँ बन्द कर दी गई हैं, और अधिकारियों ने रास्ते रोकने के लिये अनेक तरह के अवरोधक लगाए हैं.
