Naudip Kaur of Sonipat district of Haryana has been in jail for the past several days. Social activist Naudip Kaur had been demanding payment of arrears of migrant workers working in Kundali Industrial Area (KIA) for some time.
On January 12, Haryana Police registered a case against him under various sections of the Indian Penal Code.
Naudip has been accused of allegedly threatening and recovering money and is also accused of attacking policemen preventing him from doing so. On the other hand, Naudeep’s family are saying these allegations are wrong.
Apart from this, voices are being raised all over the world against the arrest of Naudeep. Not only in India but also abroad, people are questioning Naudeep Kaur’s arrest. Meena Harris, the niece of US Vice President Kamala Harris, has questioned Naudeep’s arrest on social media. Meena Harris has tweeted about physical and sexual abuse with Naudip Kaur in police custody. At the same time, UK MP Tanmanjeet Singh has also tweeted about Naudip, condemning his arrest.
Family background – Naudip hails from Gandhar village of Muktsar Sahib district of Punjab. Born in a Dalit family, Naudeep has studied up to 12th, after which she wants to graduate from Delhi University. At the same time, his sister Rajveer Kaur is doing PhD on Pakistani-Punjabi poetry literature from Delhi University. Talking about the family background, Rajveer Kaur said, “We are from a family where only a small number of children are able to get higher education, because they are more worried about bread. Rajveer Kaur told that she has four sisters and two brothers. His father works in a Telangana factory, while his mother works as a laborer in the fields in the village. According to Rajveer Kaur, both sisters have been living in Delhi for a long time.
Naudip is also associated with working in a factory as well as an organization working for the welfare of workers.
Before coming to Delhi, Naudeep was associated with an organization working for agricultural laborers in Punjab. Rajvir says that his parents have raised siblings by working as laborers. At the same time, Naudeep has given money for his education by working.
According to Rajvir Kaur, after saving some money by working hard in the fields, the two sisters completed their studies up to 12th class and after that came to Delhi to do a private job.
Rajveer Kaur said, “We have been facing caste discrimination and social neglect since childhood. Because of this we are not nervous. We still have a rough house in the village. Mother still works in the fields.” Rajveer has also told that the whole family is with Naudip.
Why is Naudip Kaur in jail?
According to Rajvir Kaur’s claim, her sister Naudeep Kaur has been working as a laborer in the Kundali Industrial Area (KIA) as well as voicing the interests of the migrant workers.
Naudip is a member of the workers’ rights organization and has also been active in organizing sit-in demonstrations in front of industrial units that refuse to pay dues.
Rajveer said that when the protest demonstration started against farmers on the Singhu border, the workers of the industrial unit also supported the farmers.
Rajveer Kaur said, “My sister was fired from her job because of her support for the farmer movement.”
Regarding the police action on Naudip, Rajveer Kaur said that “the local police formed a Quick Response Team to prevent any dharna demonstration in Kundli Industrial Area for payment of dues. On December 28, the workers’ rights organization demanded their dues While the tax protest was staging the protest, the Quick Response Team attacked the protesters and removed the protesters. It was complained to the SP of Sonepat for action on the members of the Quick Response Team but we did not get a reply. . ” According to Rajveer Kaur, on January 12, Naudip Kundli was staging a sit-in with other members of the workers’ rights organization in the Industrial Area, when the police came and arrested him from the place of Protest. Rajveer alleged, “Naudip was picked up by only male police officers. He is beaten up by male policemen even after being taken into custody.” Rajveer Kaur also told that Naudip is currently lodged in Karnal Jail.
According to Rajveer, people around the world have raised their voice for his sister, this is a good thing because there are still many people in jail for whom there is no one to raise their voice.
According to Rajveer, Naudip told that there are many women with him in the jail, for whom there is no one to provide legal help. He said that he has not yet received a copy of the FIR against Naudip and his medical report.
On the other hand, the Sonipat police has put its side in the case of Naudip Kaur. According to Sonipat SP Jashnadeep Singh Randhawa, Naudip was arrested when he along with his colleagues surrounded a factory and attacked him when police arrived, injuring several policemen. हरियाणा के सोनीपत ज़िले की नौदीप कौर पिछले कई दिनों से जेल में हैं. सामाजिक कार्यकर्ता नौदीप कौर पिछले कुछ समय से कुंडली इंडस्ट्रियल एरिया (केआईए) में काम करने वाले प्रवासी मज़दूरों के बकाये के भुगतान की माँग कर रही थीं.
हरियाणा पुलिस ने 12 जनवरी को भारतीय दंड संहिता की विभिन्न धाराओं के तहत उनके ख़िलाफ़ मुक़दमा दर्ज किया.
नौदीप पर कथित तौर पर धमकाकर पैसे वसूलने का आरोप लगाया गया है और उन्हें ऐसा करने से रोक रहे पुलिसकर्मियों पर हमले करने का भी आरोप है. वहीं दूसरी ओर नौदीप के परिवार वाले इन आरोपों को ग़लत बता रहे हैं.
इसके अलावा नौदीप की गिरफ़्तारी के विरोध में दुनिया भर में आवाज़ें उठ रही हैं. भारत ही नहीं विदेशों में भी नौदीप कौर की गिरफ़्तारी पर लोग सवाल उठा रहे हैं. अमेरिकी उप-राष्ट्रपति कमला हैरिस की भतीजी मीना हैरिस ने सोशल मीडिया पर नौदीप की गिरफ़्तारी को लेकर सवाल उठाया है. मीना हैरिस ने पुलिस हिरासत में नौदीप कौर के साथ शारीरिक और यौन दुर्व्यवहार को लेकर ट्वीट किया है. वहीं ब्रिटेन के सांसद तनमनजीत सिंह ने भी नौदीप के बारे में ट्वीट करते हुए उनकी गिरफ़्तारी की निंदा की है.
पारिवारिक पृष्ठभूमि – नौदीप पंजाब के मुक्तसर साहिब ज़िले के गंधार गाँव की हैं. एक दलित परिवार में जन्मीं नौदीप ने 12वीं तक पढ़ाई की है जिसके बाद वे दिल्ली यूनिवर्सिटी से ग्रेजुएशन करना चाहती हैं. वहीं उनकी बहन राजवीर कौर दिल्ली यूनिवर्सिटी से पाकिस्तानी-पंजाबी कविता साहित्य पर पीएचडी कर रही हैं. पारिवारिक पृष्ठभूमि के बारे मे बात करते हुए राजवीर कौर ने बताया, “हम लोग ऐसे परिवार से हैं जहाँ गिने चुने बच्चे ही उच्च शिक्षा हासिल कर पाते हैं, क्योंकि उन्हें रोटी की चिंता ज़्यादा होती है. इसके बाद भी हम लोगों ने रोटी कमाने के संघर्ष के साथ पढ़ाई जारी रखी. संघर्ष अभी भी जारी है.”
राजवीर कौर ने बताया कि उनकी चार बहनें और दो भाई हैं. उनके पिता तेलंगाना की एक फैक्ट्री में काम करते हैं, जबकि माँ गाँव में खेतों में मज़दूरी करती हैं. राजवीर कौर के मुताबिक़, दोनों बहनें लंबे समय से दिल्ली में रह रही हैं.
नौदीप एक फैक्ट्री में काम करने के साथ-साथ मज़दूरों के कल्याण के लिए काम करने वाली एक संस्था से भी जुड़ी हुई हैं.
दिल्ली आने से पहले नौदीप पंजाब में खेतिहर मज़दूरों के लिए काम करने संस्था से जुड़ी हुई थीं. राजवीर बताती हैं कि उनके माता पिता ने मज़दूरी करके भाई बहनों को पाला है. वहीं नौदीप ने काम करके अपनी शिक्षा के लिए पैसे दिए हैं.
राजवीर कौर के मुताबिक़, खेतों में मेहनत मज़दूरी करके कुछ पैसे बचाकर दोनों बहनों ने 12वीं तक की पढ़ाई पूरी की और उसके बाद प्राइवेट नौकरी करने के लिए दिल्ली आ गईं.
राजवीर कौर ने कहा, “जातिगत भेदभाव और सामाजिक उपेक्षा हम लोग बचपन से ही झेलते आये हैं. इस वजह से हम लोग घबराए नहीं हैं. गाँव में अभी भी हमारा कच्चा घर है. माँ अभी भी खेतों में काम करती हैं.” राजवीर ने यह भी बताया है कि पूरा परिवार नौदीप के साथ है.
नौदीप कौर जेल में क्यों हैं?
राजवीर कौर के दावे के अनुसार, उनकी बहन नौदीप कौर कुंडली इंडस्ट्रियल एरिया (केआईए) में मज़दूर के तौर पर काम करने के साथ-साथ प्रवासी मज़दूरों के हितों की आवाज़ उठाती आयी हैं.
नौदीप मज़दूर अधिकार संगठन की सदस्य हैं और बकाया भुगतान करने से इनकार करने वाली इंडस्ट्रियल यूनिटों के सामने धरना प्रदर्शन के आयोजन में भी सक्रिय रही हैं.
राजवीर ने बताया कि जब कृषि क़ानूनों के विरोध में किसानों के सिंघु बॉर्डर पर धरना प्रदर्शन की शुरुआत हुई, तो इंडस्ट्रियल यूनिट के मज़दूरों ने भी किसानों का साथ दिया.
राजवीर कौर ने बताया, “मेरी बहन को किसान आंदोलन के समर्थन के चलते नौकरी से निकाल दिया गया.”
नौदीप पर पुलिस कार्रवाई के बारे में राजवीर कौर ने बताया कि “स्थानीय पुलिस ने कुंडली इंडस्ट्रियल एरिया में बकाए के भुगतान को लेकर किसी भी धरना प्रदर्शन को रोकने के लिए एक क्विक रिस्पांस टीम बनाई. 28 दिसंबर को मज़दूर अधिकार संगठन जब अपने बकाये की माँग कर धरना प्रदर्शन का आयोजन कर रही थी, तब क्विक रिस्पांस टीम ने धरना दे रहे लोगों पर हमला कर दिया और प्रदर्शनकारियों को हटा दिया. क्विक रिस्पांस टीम के सदस्यों पर कार्रवाई के लिए इसकी शिकायत सोनीपत के एसपी से की गई लेकिन हमें जवाब नहीं मिला.” राजवीर कौर के मुताबिक़, 12 जनवरी को नौदीप कुंडली इंडस्ट्रियल एरिया में मज़दूर अधिकार संगठन के अन्य सदस्यों के साथ धरना दे रही थीं, तब पुलिस ने आकर प्रोटेस्ट की जगह से गिरफ़्तार कर लिया. राजवीर ने आरोप लगाया, “नौदीप को केवल पुरुष पुलिस अधिकारी उठाकर ले गए. हिरासत में लेने के बाद भी उसे पुरुष पुलिसकर्मी ने मारा पीटा है.” राजवीर कौर ने यह भी बताया कि नौदीप फ़िलहाल करनाल जेल में बंद है.
राजवीर के मुताबिक़, उनकी बहन के लिए दुनियाभर के लोगों ने आवाज़ उठायी है, ये एक अच्छी बात है क्योंकि अभी भी जेल में ढेरों लोग बंद हैं जिनके लिए आवाज़ उठाने वाला कोई नहीं है.
राजवीर के मुताबिक़, नौदीप ने बताया कि जेल में उनके साथ कई महिलाएं हैं जिनके लिए क़ानूनी मदद करने वाला कोई नहीं है. उन्होंने बताया कि उन्हें अभी तक नौदीप के ख़िलाफ़ हुई एफ़आईआर की कॉपी और उनकी मेडिकल रिपोर्ट नहीं मिली है.
वहीं दूसरी ओर सोनीपत पुलिस ने नौदीप कौर के मामले में अपना पक्ष रखा है. सोनीपत के एसपी जश्नदीप सिंह रंधावा के मुताबिक़, नौदीप को तब गिरफ़्तार किया गया जब उन्होंने अपने साथियों के साथ एक फैक्टरी को घेर लिया था और पुलिस के वहाँ पहुँचने पर उन पर हमला कर दिया था, जिसमें कई पुलिसकर्मी घायल हुए थे. उन्होंने कहा, “नौदीप कौर को उसी वक़्त गिरफ़्तार किया गया था. उन्हें उसी दिन स्थानीय अदालत में पेश कर दिया गया था. उनके साथ किसी तरह का दुर्व्यवहार और मारपीट नहीं हुई थी.” इस मामले की मीडिया कवरेज के बाद पंजाब राज अनुसूचित जाति आयोग ने स्वत: संज्ञान लेते हुए राज्य के गृह विभाग के अतिरिक्त मुख्य सचिव से मामले में दख़ल देने की अपील की है ताकि पीड़िता को जल्द से जल्द मदद मिल सके.
